Some of the city taxi drivers went on strike on Monday to protest against new rules requiring the installation of equipment that allow passengers to watch television, pay with credit cards and check their location on GPS.   Officials say the city of the touch screen used to make payments passengers a more convenient and easier to locate lost items. But the Taxi Workers Alliance said it called the strike the second on the issue within six weeks, because the technology is a costly invasion of taxis' privacy and works irregularly at best .   It is not clear how many drivers were honoring the strike.   Bhairavi Desai, executive director of the Alliance of Taxi Workers, said 75% all taxis were on strike. The alliance claims to represent about one-fifth of the city of 44,000 licensed drivers.   However, the yellow taxis’s where lined up as usual Monday morning in the city transport centers, and taxis were seen on many streets.   "We are monitoring conditions, and at this point have not seen a significant decrease in the number of taxis on the road, "said Andrew Troisi, a spokesman for the city Office of Emergency Management.  Jose Torres, who honored a two-day taxi strike last month, said it was time to work this time because he was afraid commuters have become accustomed to other means of transportation.   "People can learn how to train," said Torres. Although the passengers could still can easily find cabs, the payment was unusually complicated. Under the rules established for the strike, the city yellow cabs are required to pick up several passengers, fares and the burden on a system based on the zone.   Passengers had to pay $ 10, plus $ 5 for each additional "zone" they have gone through. Riders between Manhattan and the airports in the city were charged a flat rate per person of $ 20 for LaGuardia and $ 30 for Kennedy.   The new technology is introduced into the yellow cabs as they arrive for inspection.   Touch screens allow passengers to pay by credit card, check for new stories, a map of their location and can seek restaurants and information on entertainment.   The Taxi and Limousine Commission said earlier this month its tests showed that the technology has worked more than 99% of the time. It is not clear how many taxi drivers had honored the strike by workers of the Alliance of Technology issue in September.
